Awarded in this international competition, the proposal addresses a complex of issues of transport, urban markets and public functions. Set on the periphery of the old town, this urban proposal provides commercial reality and aesthetic variety.

"Urban planning is by default an impossible rendezvous with time. We set down an implied set of conditions which are depicted as a single set of patterns and form which are cocooned in a vision. The Vision is none the less derived from practical and real data set in fusion with experiential and often demanding targets. Our job is to create the vehicle which whilst physical static must define spatial and social relationships in the name of others. We arrive at Šibenik both as the visitor and analysts whose job is to create algorithm and alchemy which can carry commercial, social and cultural issues within. Šibenik is a historical place, a place where Marco Polo passed through and the kingdom of Croatia had its royal family. Its location is unique in a protected and yet open sea bay from which the city inclines inland and has over the centuries had built clusters of urban settlement.

The fusion of history with future aspersion is not a new relationship and yet we find this a necessary relationship to embody and thrust when setting down an Urban plan which may have a conception period of 10 years, be a key contributor to the future of Sibenik's center and represent a model of regeneration which others can pass on. Nolli plan of Rome is both a feat of art and physical and scientific achievement. It sets down a measurement of this city at a time from only the axonometric or aerial perspective had represented the city. The public places are given similar definition to large public buildings as (drawn in plan) and show a dense and yet refined urban figure ground pattern. We further enhance the alchemy with an undertaking of practical phasing, the restraints of structure and the necessary planning for efficient environmental and sustainable infrastructures."
